The above is an abbreviation for the slogan “Anything, Anytime, Anywhere BAR Nothing.”
The slogan was devised by Colonel Harry A. (Paddy) Flint, C.O. 39th Infantry Regiment, 9th Infantry Division in Sicily, 1943.

Col. Flint ordered the saying on all the regimental equipment (including helmets). his aim was to instill a sense of pride for troops under his command.
Col. Flint was killed by a German sniper, Normandy, France.
